EXPERIENCE
DRUG CONSULTANT
Currently working nationwide and internationally as a private consultant,
providing instruction, legislative support and expert testimony regarding
various drug issues, especially GHB, ketamine, flunitrazepam, LSD and MDMA,
drug-facilitated sexual assaults and the rave phenomenon. Teaching law
enforcement, prosecution and medical personnel and the public. Has consulted for
California Drug Endangered Children (DEC) program, and the California Attorney
General’s Office, DOJ. Served a term as a member of Board of Directors of the
Samantha Reid Foundation (nonprofit re GHB) and currently on the board for HELP
(Help Educate Loving Parents, nonprofit, dealing with awareness, prevention, and
adult/adolescent addiction recovery services in the Fremont, CA., area), and
President of the Board of Directors of Project GHB, nonprofit.
LOS ANGELES POLICE DEPARTMENT—NARCOTICS DIVISION
Retired February 1999. Detective II, Narcotics Division. Involved in
initiating/supporting legislation relevant to narcotics enforcement and for
providing, organizing and coordinating drug related training for ND/patrol
officers, other law enforcement agencies and the public. Also handled local,
national and international news media inquiries. Successfully initiated
legislation in California to control flunitrazepam and GHB. While in Narcotics
Division functioned as a squad supervisor in the Field Enforcement Section in
South/Central Bureaus. Assisted in developing the very popular Narcotics
Enforcement Team (NET) in Rampart Division utilizing intense, high visibility
enforcement in targeted areas. Assisted in organizing and facilitating a large
local/state/federal taskforce in Rampart Area.
LOS ANGELES POLICE DEPARTMENT—PRIOR ASSIGNMENTS
First group of field certified females in the LAPD Academy in 1973. First field
certified female training officer. Worked Rampart Sex Crimes Unit. Spent three
years in Juvenile Division Abused Child Unit and received honors for cases
handled. Five years in the Scientific Investigation Division as Captain’s
Adjutant, project writer and also assisted in securing funding to long-neglected
division.
PRIOR EXPERIENCE
Extensive experience in journalism/photography in high school (school
newspaper/yearbook, plus the Robinson Daily News). Also the Michigan State News,
Newsweek and the Detroit Free Press.

Extensive writing background. Years in journalism prior to LAPD service. At
LAPD created the SID Newsletter promoting crime lab services. Created the Asset
Forfeiture Newsletter in Narcotics Division. Wrote basic script for “Just A
Routine Traffic Stop,” a training film about prescription drug diversion,
produced by the Drug Enforcement Administration (won five national awards) in
1998. Wrote script for and narrated a video on awareness/prevention of
drug-facilitated sexual assaults. Article entitled “ Our Nation’s Exploding Drug
Crisis,” published in California Narcotics Officers Association magazine August
1999. An article entitled, “A Killer on the Loose,” published in the California

Photographic background. Benefited LAPD by documenting unusual drug cases or
packaging and close up photography of various drugs to assist in
officer/community training. Other agencies, such as ATF, DOJ, US Customs and LA
CLEAR have used these photos to illustrate reports.
Training and public speaking background. Have testified several times before
committees of the U.S. Congress, the California (96/97/00) and Utah
Legislatures, Nevada Board of Pharmacy and Los Angeles City Council and LA
Police Commission. Appeared on local, national and international tv (Canada,
Sweden, Germany, Mexico, England, Australia, Canada, Switzerland and France).
Trained for California Narcotics Officers Association, Association of Oklahoma
Narcotics Enforcers, DARE State & National Conferences, California Coroners’
Association, California Sexual Assault Investigators Association,
Michigan/Arkansas/Louisiana Prosecuting Attorney’s Associations and National
Narcotics Officers Association Coalition, Oregon/Washington Narcotics Officers
Associations, National Drug Enforcement Officers Association and National Guard
Drug Demand Reduction Agents. Testified re GHB, ketamine and flunitrazepam
before the House of Representatives, Committee on Commerce, Subcommittee on
Oversight/Investigations (March 99). Trained for North Carolina Narcotics
Officers Assn., Western States Information Network, North Carolina law
enforcement, and Skynarc Conference, US Attorney’s Club Drugs Conference in
Idaho, Hawaii Traffic Safety Conference. Appeared in California training tapes

Special expertise with designer/club drugs and RAVE parties. Have interviewed
numerous users of the various drugs, GHB addicts, overdose victims and sexual
assault victims and suspects. Worked with law enforcement on-site at RAVE
parties on recognition of drugs and enforcement issues. Appeared in documentary
entitled “Better Living Through Circuitry” about RAVEs and on Good Morning
America, 20/20 re GHB, NBC Nightly News re MDMA, EXTRA re GHB. Twice on the
Leeza Show, plus the Maureen O’Boyle Show and numerous other news interviews.
Interviewed by France’s CAPA TV, 48 Hours, etc. Appeared on the 60 Minutes Show
of the United Kingdom. And, have assisted other shows re these drugs, including
Dateline, 60 Minutes II. Quoted in numerous articles, including ones by USA
Today, US News & World Report, Newsweek, Detroit News, LA Times and Daily News,
Philadelphia Enquirer, Family Circle, Seventeen & Glamour magazines, Reader’s
Digest, Matrix, Heath, etc. Currently working on a national awareness campaign
about the dangers of GHB with the National Guard, Project GHB and Cooley
Advertising in Arizona.
Witness testimony. Testified in Municipal/Superior courts (and in San
Bernardino Family Court as an expert witness re meth use by a parent in 1999) on
various drugs for possession, possession for sales and sales, including cocaine,
marijuana, methamphetamine, heroin, flunitrazepam and GHB. Testified as an
expert and/or provided expertise as a consultant numerous times on various GHB,
flunitrazepam, ketamine and MDMA cases (including numerous drug-facilitated
sexual assault cases and drugged driving cases), for both prosecution and
defense. Testified in Toronto, Canada, in a coroner’s inquest as a rave expert
(May 2000). Testified in GHB murder trial in San Bernardino County November
